Notification as a Parcel Service Provider

Registration/Deregistration of Vehicles in Commercial Traffic

Companies holding transport licenses for freight, bus, or taxi services must register every vehicle used in their operations with the Swedish Transport Agency (Transportstyrelsen). A vehicle may not be used in commercial traffic until it has been registered. When a vehicle is no longer used in the business, it must be deregistered.Registration and deregistration are done through Transportstyrelsen's e-service. This is an ongoing obligation for the duration of the transport license, and the vehicle fleet must be kept up to date at all times. Failure to register vehicles can result in penalties and may affect the transport license.

Notification/Deregistration of Transport Manager, etc., Freight and Bus

If the transport manager (trafikansvarig) or any other person who has been assessed for the permit is replaced, the permit holder must notify the Swedish Transport Agency (Transportstyrelsen). The same applies if the transport manager has died or if someone is added who the suitability assessment should apply to.A transport manager who for any reason no longer wishes to be a transport manager can notify the Swedish Transport Agency themselves. The notification applies to both freight and bus traffic and is made via e-service or form to the Swedish Transport Agency.

Vehicle Rental

Boat Registration

Swedish boats must be registered in the ship register with the Swedish Transport Agency (Transportstyrelsen). Boats with a maximum length of at least 15 meters are always subject to registration. Boats used commercially for towing, salvage, cargo transport, passenger transport, fishing, or rental must be registered if they are at least 5 meters long.Passenger boats designed for more than 12 passengers and commercial sea fishing boats must also be registered regardless of length. Taxi Driver

Animal Transport, Vehicle Inspection

To transport live animals as part of commercial activity, the vehicle must be inspected by the County Administrative Board (Länsstyrelsen) and approved by the Swedish Board of Agriculture (Jordbruksverket). Basic provisions are found in EU regulations, the Animal Welfare Act (Djurskyddslagen), the Animal Welfare Ordinance (Djurskyddsförordningen), and regulations issued by the Swedish Board of Agriculture.You must have a certificate of competence (kompetensbevis) to transport domestic animals such as cattle, sheep, goats, pigs, poultry, or horses in commercial activities. A transporter authorization (transportörtillstånd) is required to transport vertebrate animals commercially, and you apply for this from the Swedish Board of Agriculture. If you charge for transporting others' animals, you also need a commercial transport license (yrkestrafiktillstånd) from the Swedish Transport Agency (Transportstyrelsen).

Transport of Dangerous Goods by Road and Rail

For the transport of certain hazardous substances, approval or permit is required in addition to the general regulations for transport of dangerous goods. This applies, among other things, to fireworks and explosive substances and articles consisting of samples or classified as N.O.S. ("not otherwise specified"). Approval or permit is issued by the Swedish Civil Defence and Resilience Agency (MCF).For transport of radioactive substances, class 7, a permit from the Swedish Radiation Safety Authority (SSM) is required in most cases. Requirements may also be imposed that the driver has special training or that the company has a safety advisor for transport of dangerous goods.

Waste - Transport

To transport waste, a permit from the County Administrative Board (Länsstyrelsen) is required in some cases, while in other cases a notification is sufficient. A permit is required for commercial transport of hazardous waste, for transport of more than 10 tons or 50 cubic meters of non-hazardous waste per year, and for transport of waste containing mercury, cyanide, cadmium or PCB products.For transport of waste from one's own commercial activities, different limits apply. The rules are complex and depend on waste type, quantity, and whether the transport is commercial or from own activities. For commercial traffic, a commercial transport license from the Swedish Transport Agency (Transportstyrelsen) is also required.

Transport Subsidy

Transport subsidy (transportbidrag) is a state aid that compensates businesses in Sweden's four northernmost counties (Västernorrland, Jämtland, Västerbotten, and Norrbotten) for higher transport costs caused by long distances to markets.
