Postal Services
A license is required to operate postal services, which refers to regular collection, sorting, transport and delivery of letters for payment. Letters refer to addressed items enclosed in envelopes or other packaging weighing a maximum of 2 kg, as well as postcards and letter cards.
For a license, the activity must be regular (according to a fixed delivery schedule or timetable-bound), meet reasonable requirements for reliability and maintain protection for senders' and recipients' personal privacy. The Swedish Post and Telecom Authority (PTS) grants licenses and exercises supervision. The applicant must have registered the company (F-tax, VAT, employer, SNI).
License requirements
- Regularity: Postal services must be conducted with a certain regularity, i.e., follow a fixed delivery schedule or be timetable-bound.
- Reliability: The activity must meet reasonable requirements for reliability.
- Privacy protection: Protection for senders' and recipients' personal privacy must be maintained.
- Handling: Letters must be handled so that they are not damaged by external impact, weather or wind.
- Security: Unattended bundle boxes in public places containing letters must always be locked. Letters must not be exposed to unauthorized persons or left unattended in a way that poses privacy risks.
- Staff: Staff must have good knowledge of confidentiality obligations and privacy protection according to postal secrecy in Chapter 4 Section 8 ยง of the Penal Code.
- Premises and vehicles: Premises, vehicles and other places where letters are handled must meet reasonable security requirements.
Application procedure
- Application sent to: Swedish Post and Telecom Authority (PTS), either via email to [email protected] or by post to: PTS, Box 5398, 102 49 Stockholm.
- Form: A completed form must be used. Detailed instructions are available on the PTS website and in the application form.
- Company registration: The applicant must have registered the company (F-tax, VAT, employer and SNI). The applicant can be a sole proprietorship or legal entity.
