Flammable Goods
MunicipalBusinesses and private individuals who handle flammable goods may need to apply for a permit for their handling. The starting point in the law is that all handling of flammable goods requires a permit, but the Swedish Authority for Civil Defence and Preparedness (MCF) has prescribed exceptions from the permit requirement.Flammable goods include flammable liquids, flammable gases, and certain related substances called fire-reactive goods. Examples include diesel oil, gasoline, windshield washer fluid, propane, acetylene, and hydrogen peroxide. Handling means manufacturing, processing, treatment, packaging, storage, internal transport, use, disposal, recycling, destruction, and sale. The municipality is the permit authority and exercises supervision.

Explosive Goods: Use, Storage, Trade and Transfer
MunicipalTo use, store, trade with and transfer explosive goods within Sweden, you must have a permit from the municipality according to the Act on Flammable and Explosive Goods. This applies to professional handling of products such as explosives, ammunition, fireworks, ignition devices and gunpowder.There are different permit types depending on the type of handling: use, storage, trade and transfer within Sweden. You can apply for several permit types simultaneously. For manufacturing, destruction, recycling, import or cross-border transport, a permit from MCF (Swedish Authority for Civil Defence and Preparedness) is required.

Flavoring of Spirits
MunicipalRestaurants with a permanent serving license for spirits may flavor spirits for serving as snaps in their own establishment after notifying the municipality. This means you can prepare brännvin (spirits distilled from potatoes or grain) with your own spice blends and herb recipes on-site.The flavoring operation must be small-scale and the flavored brännvin may only be served at your own establishment, not sold or distributed elsewhere. You notify the municipality where your restaurant is located, and they also exercise supervision over the flavoring activity. This is a simpler notification process, not a separate license application.

An end user is someone who stores and uses chemical products, pesticides, or goods in professional activities without reselling them.Common examples include car repair shops, cleaning companies, construction firms, hairdressers, and farmers. You must follow the safety data sheets provided by your supplier and ensure proper storage and handling. If you purchase products from suppliers outside the EU/EEA, you are also considered an importer and must meet additional registration and documentation requirements.

Technical Spirit and Alcohol-Containing Preparations
NationalAlcohol-containing goods that are not alcoholic beverages or medicines are classified as technical spirit or alcohol-containing preparations. Technical spirit is mainly used in commercial activities (CN codes 2207 or 2208), for example as consumables and input materials in manufacturing industry or for scientific and medical purposes.Alcohol-containing preparations contain more than 2.25 percent alcohol by volume and are not technical spirit, alcoholic beverages, or medicines. Examples are cosmetics, disinfectants, windshield washer fluid, fuel, dietary supplements, and alcohol-containing ice cream. Those who sell, manufacture, or import these products must notify the Public Health Agency of Sweden (Folkhälsomyndigheten).

Manufacture and Import Chemical Products in Sweden (Notification)
NationalThose who professionally manufacture or import chemical products or biotechnical organisms in at least 100 kg per year must notify them to the Swedish Chemicals Agency's product register. This applies if the products are included in the annex to the Ordinance on Chemical Products and Biotechnical Organisms (2008:245).Companies that manufacture or import chemical products in quantities less than 100 kg must also notify their company to the Swedish Chemicals Agency. For quantities of at least 1000 kg per year, a chemical fee must also be paid. Manufacturers and importers are responsible for complying with all regulations for chemical products.

Wine Producer
NationalWine producers who want to label their wines with vintage year and grape variety must be approved by the Swedish Food Agency (Livsmedelsverket). This applies to wines without a protected designation of origin or geographical indication, in accordance with EU wine regulations.The approval process requires you to demonstrate that your production has procedures ensuring correct labeling of grape variety and vintage. You must apply in writing and show that you can trace grapes from harvest to bottled wine. Livsmedelsverket assesses the application and may conduct inspections. Swedish wine production is governed by EU regulations and national food legislation.

Chemical Products Registration
RegionalA permit is required for commercial transfer/sale and private handling of particularly hazardous chemical products (särskilt farliga kemiska produkter). Which chemical products are considered particularly hazardous is specified in the Swedish Chemicals Agency's regulations (KIFS 2017:7). Since January 1, 2025, a permit is required for private handling of certain corrosive drain cleaners.The County Administrative Board (Länsstyrelsen) in the county where the activity is conducted grants permits valid for a maximum of five years. Those who commercially transfer particularly hazardous chemical products must keep records of sales and ensure that products are stored so that unauthorized persons cannot access them. The Swedish Chemicals Agency (Kemikalieinspektionen) and municipalities have supervisory responsibility.
