This obligation applies to large companies and facilities with elevated risks.

The drinking water connection request (drinkwateraansluitingsverzoek) is an application to the drinking water company for installing a drinking water connection to a residential or commercial building. Under the Drinking Water Act (Drinkwaterwet), everyone is entitled to a drinking water connection, provided the building meets the legal requirements.The drinking water company is obliged to realize a connection within a reasonable period. This request is not submitted to the municipality, but directly to the drinking water company active in your region. The costs for installing the connection are charged to the applicant.

The electricity connection request is an application to the grid operator for installing an electricity connection to a residential building, commercial building, or other location. Under the Elektriciteitswet 1998, everyone is entitled to an electricity connection under certain conditions.The grid operator in your region is responsible for installing and managing the connection. You submit this request directly to the grid operator, not to the municipality. The costs depend on the distance to the electricity grid and the capacity of the connection. Note that the Elektriciteitswet 1998 is expected to be replaced by the Energiewet from January 2026, which will consolidate gas and electricity regulation into a single framework.

A gas connection request is an application to the network operator to connect an existing property to the gas network. Since July 1, 2018, new buildings generally cannot be connected to the gas network under the policy of gas-free construction (gasloos bouwen). Exceptions are possible only in specific circumstances, such as when there is no economically feasible alternative.For existing buildings that need a new or modified gas connection, you submit your request to the regional network operator. The Gaswet currently governs this procedure. Note that the Gaswet is expected to be replaced by the Energiewet from January 2026, which will consolidate gas and electricity regulation into a single framework. Costs are borne by the applicant.
