Electronic Cigarettes and Refill Containers
MunicipalIf you sell e-cigarettes and refill containers containing nicotine, you must comply with the Tobacco and Similar Products Act (2018:2088). You must notify the municipality of your sales, verify that buyers are at least 18 years old, and ensure products are correctly labeled with health warnings in Swedish. You must also have a self-monitoring program adapted to your business.For particularly hazardous e-liquids with high nicotine content (skull-labeled), a permit from the County Administrative Board is required. For cross-border distance sales, registration with the Public Health Agency of Sweden is required before sales may commence.

Tobacco-Free Nicotine Products
MunicipalIf you sell tobacco-free nicotine products such as nicotine pouches, you must notify the municipality before starting sales. Together with the notification you must submit a self-monitoring program describing your routines for age verification, marketing, and product labeling.The products may not be sold to persons under 18, and the point of sale must display clear signage about the age limit. The municipality, the Police Authority, and the Public Health Agency (Folkhälsomyndigheten) exercise supervision and may conduct test purchases. Municipalities charge annual supervision fees. Marketing restrictions similar to those for tobacco products apply to tobacco-free nicotine products.

Tobacco Products
MunicipalA license is required to sell tobacco products such as cigarettes, rolling tobacco, snus, cigars and other tobacco products. The license is applied for with the municipality where the sales outlet is located and requires that the applicant is financially responsible and not criminally burdened. The license holder must comply with rules on age limits (18 years), labeling, self-monitoring and traceability.The municipality and the Police Authority exercise supervision and may carry out test purchases. The Public Health Agency of Sweden supervises wholesalers, distributors and e-commerce. Fees are charged by the municipality for examination and supervision.

Cash Register
NationalMost businesses that accept cash or card payments must use a certified cash register with a control unit and register it with the Swedish Tax Agency (Skatteverket). The register must be able to record payments via cash, cards, Swish, gift cards, and vouchers.You must report the cash register to Skatteverket within one week of purchasing and receiving it. An exemption applies if your cash sales total less than four price base amounts (around 237,000 SEK) per year, which counts as insignificant turnover. Invoiced sales are not covered by the requirement. Skatteverket supervises cash registers and can conduct unannounced inspections.

Commercial Trade in Secondhand Goods
NationalIf you trade commercially in certain secondhand goods, you must register your business with the Police Authority (Polismyndigheten). This also applies to those organizing auctions and those receiving secondhand goods for reprocessing or refurbishment.The goods covered include mopeds, bicycles, leisure boats, computers, TV sets, mobile phones, and other items specified in the Regulation (1999:272) on trade in secondhand goods. The registration requirement exists to prevent trade in stolen goods and aid police investigations. You must keep records of purchases and sales, including seller identity, and make these available to the police on request.
