Commercial Trade in Secondhand Goods

If you trade commercially in certain secondhand goods, you must register your business with the Police Authority (Polismyndigheten). This also applies to those organizing auctions and those receiving secondhand goods for reprocessing or refurbishment.

The goods covered include mopeds, bicycles, leisure boats, computers, TV sets, mobile phones, and other items specified in the Regulation (1999:272) on trade in secondhand goods. The registration requirement exists to prevent trade in stolen goods and aid police investigations. You must keep records of purchases and sales, including seller identity, and make these available to the police on request.

Requirements

  • Covered goods: Mopeds, bicycles, leisure boats, computers, TV sets, mobile phones, and other goods according to Regulation (1999:272).
  • Types of activity: The registration requirement applies to commercial trade, auctions, and receipt of goods for processing.
  • Registration: Notification must be made to the Police Authority in the county where the trade will be conducted.

Procedure

  • Notification: Report the trade via e-service on the police website or send by email/post to the police in the relevant county.
  • Registration: The Police Authority registers the activity.
  • Supervision: The Police Authority exercises supervision over registered trade in secondhand goods.
