Those who sell or offer package tours or linked travel arrangements must comply with the Package Travel Act (paketreselagen) and the Travel Guarantee Act (resegarantilagen). Travel operators are required to notify their activities to the Legal, Financial and Administrative Services Agency (Kammarkollegiet) and arrange travel guarantees that ensure travelers can receive compensation if parts of their trip cannot be fulfilled due to the tour operator becoming insolvent.

The travel guarantee must cover all advances paid by travelers, other services included in the contract, and in some cases also costs for repatriation. Kammarkollegiet administers the travel guarantee system and the Consumer Agency (Konsumentverket) provides information about the Package Travel Act.
