Certified Energy Expert

To perform energy performance inspections and issue energy declarations (energideklarationer) for buildings in Sweden, you must be a certified energy expert. Certification is issued by accredited certification bodies after Boverket (the National Board of Housing, Building and Planning) has approved your qualifications.

Energy declarations are mandatory when selling, renting out, or constructing buildings larger than 250 square meters. As a certified energy expert, you inspect the building's energy use and suggest improvements. Certification must be renewed periodically. If you have qualifications from another EEA country or Switzerland, Boverket must validate your credentials before you can apply for certification.

Requirements

  • Swedish education and qualifications: Applicants with Swedish qualifications and education apply directly to a certification body for certification.
  • Foreign education (EEA/Switzerland): Foreign education and professional experience are first assessed and validated by Boverket, which issues a decision on recognition of professional qualifications.
  • Language control: Boverket has the option to conduct language checks for applicants with foreign backgrounds.

Certification Procedure

  • Step 1 (foreign qualifications): Submit application to Boverket for validation of professional qualifications from another EEA country or Switzerland.
  • Step 2: After receiving Boverket's decision on recognition, the applicant contacts an appropriate certification body.
  • Certification body: The certification body assesses other conditions for certification. A list of certification bodies is available on Boverket's website.
