Staff Register
Certain service businesses in Sweden are required to maintain a staff register (personalliggare). This is a daily log of everyone working at the business premises, including employees, temporary workers, and the business owner. The requirement applies to restaurants, hairdressers, laundries, car workshops, and several other sectors. The Swedish Tax Agency (Skatteverket) can visit unannounced to inspect the register.
There is no application or registration process. The requirement applies automatically from the day you start operating. Fines for non-compliance start at 12,500 SEK per inspection and increase for repeat violations.
Requirements
- Business sectors: Construction, vehicle services, beauty and wellness, food or tobacco wholesale, restaurants, laundry services
- Updates: The register must be updated daily
- Accessibility: The staff register must be readily available during inspections by the Swedish Tax Agency
- Content: Information about all persons working at the workplace or premises
Procedure
- No prior notification required: The requirement applies automatically to affected businesses
- Ongoing administration: The business must document daily who is working
- Inspection: The Swedish Tax Agency may request to see the staff register during inspections
- Storage: Documentation must be stored accessibly at the workplace
