Folköl (Medium-Strength Beer)

If you intend to sell folköl (beer with an alcohol content of 2.25-3.5% by volume), either in retail or through serving, you must notify the municipality where the business will operate. Operations may not begin until the notification has been made. If you already have a serving permit, you do not need to make a separate notification for serving folköl.

The municipality handles notifications, supervises operations, and charges an annual supervision fee. Failure to notify is a violation of the Alcohol Act (Alkohollagen 2010:1622) and the business operator may be convicted of illegal sale of alcohol.

Requirements

  • Premises requirements: The premises must be part of facilities approved under the Food Act (Livsmedelslag 2006:804), intended for permanent food operations and where food is simultaneously sold.
  • Age limit: The seller of folköl must ensure that the recipient is at least 18 years old and that the beer is not intended to be handed over to anyone under 18 years old.
  • Self-monitoring: There must be a self-monitoring program (egenkontrollprogram) for the operation that is used and functional.
  • Exception: If you already have a serving permit, no separate notification for folköl is needed.

Notification Procedure

  • Notification: Notification is submitted to the municipality where the business will operate.
  • Commencement of operations: Operations may not begin until the notification has been made.
  • Supervision: The municipality supervises the sale and serving of folköl.
  • Fee: The municipality charges an annual supervision fee.
