Producer Responsibility for Electrical Equipment

Producers of electrical equipment have producer responsibility according to regulation (2022:1276) on producer responsibility for electrical equipment. A producer is anyone who professionally manufactures, imports, or sells electrical equipment in Sweden, including those who sell remotely directly to consumers in Sweden. Both sales to consumers and professional use are covered.

Producer responsibility means that producers must prevent waste, design products for recycling and reuse, and ensure environmentally acceptable handling of electronic waste. Producers must engage an approved producer responsibility organization or establish their own collection system, register with the Swedish Environmental Protection Agency, report annually, and pay supervision fees.

Requirements

  • Producer responsibility organization or own system: Engage a producer responsibility organization if you supply products for both household and professional use. For professional use only, you may establish your own collection system.
  • Registration: Register the company as a producer in the Swedish Environmental Protection Agency's e-service for producer responsibility.
  • Reporting: Report data to the Swedish Environmental Protection Agency no later than March 31 each year for the previous year.
  • Supervision fee: Pay annual supervision fee to the Swedish Environmental Protection Agency.
  • Product design: Design and manufacture electrical equipment for reuse and material recycling.
  • Labeling: Label products with the crossed-out wheelie bin symbol.
  • Information: Inform about materials, components, hazardous substances, and options to return electronic waste.

Procedure

  • Join organization: Contact an approved producer responsibility organization to register your company. The organization can assist with reporting.
  • Registration: Use the Swedish Environmental Protection Agency's e-service for producer responsibility to register the company as a producer.
  • Annual reporting: Submit report no later than March 31 each year with data on the quantity of electrical equipment on the market in the previous year.
  • Product fee: Pay product fee to the producer responsibility organization based on the quantity of electrical equipment placed on the market.
