Use of Biocidal Products Class 1

To obtain a user permit for biocidal products class 1, you must demonstrate that you have the special knowledge required to handle the product safely. The permit must also cover the specific use for which the product is approved according to the Ordinance (2014:425) on Pesticides (Förordningen om bekämpningsmedel).

If you have foreign qualifications in biocides from another EU/EEA country or Switzerland, you can have your qualifications assessed by the Swedish Work Environment Authority (Arbetsmiljöverket). Note that use of biocides against pests in residential buildings and premises accessible to the public requires a permit from the Public Health Agency instead.

Requirements for Permit

  • Education: Approved theoretical and practical training in handling biocidal products class 1.
  • Knowledge: Special knowledge about the product's risks, safe handling, and protective measures.
  • Foreign qualifications: If you have education from EU/EEA or Switzerland, it must first be assessed by the Swedish Work Environment Authority.
  • Area of use: The permit must cover the specific use for which the product is approved.

Application Process

  • Assessment of foreign education: First submit an application with certificates of education and practical experience to the Swedish Work Environment Authority (if relevant).
  • Application for user permit: Apply via form on the Swedish Work Environment Authority's website or by post.
  • Documentation: Attach proof of education, knowledge, and experience.
