Animal Husbandry

If you professionally or on a larger scale care for your own or others' animals, receive others' animals for compensation, or receive animals for the purpose of rehoming or boarding them, you may need a permit from the County Administrative Board. The same applies if you breed animals, lend animals for compensation, or sell animals.

A permit from the County Administrative Board is required under the Animal Welfare Act (2018:1192) for activities involving companion animals, horses, and fur animals. Examples of activities requiring a permit include riding schools, dog daycare, cat and dog boarding facilities, and breeding. For larger operations with farm animals, horses, and mink, a permit is also required under the Environmental Code. Visitor activities with more than three visits per year where visitors have direct contact with animals must be notified to the County Administrative Board.

Requirements

  • Animal species: Permit required for companion animals, horses, and fur animals under the Animal Welfare Act; for larger operations with farm animals, horses, and mink under the Environmental Code
  • Type of activity: Professional or large-scale animal husbandry, riding school, dog daycare, boarding, breeding
  • Environmental Code: For operations with 100-400 animal units, notification to the municipality is required
  • Visitor activities: Notification to the County Administrative Board for more than 3 visits per year with direct contact

Application Procedure

  • Application method: Application is sent to the County Administrative Board in the county where the activity will be conducted
  • E-service: Notification of visitor activities is made via the County Administrative Board's e-service
  • Environmentally hazardous activities: Application for permit for environmentally hazardous activities (larger animal husbandry) is made via the County Administrative Board's e-service
  • Supervision: The County Administrative Board supervises from an animal welfare perspective, the municipality from an environmental perspective
