Lottery (Application)

A license or permit for a lottery is, as a general rule, only granted to non-profit organizations (ideella föreningar) that conduct public benefit activities. Lotteries fall into different categories depending on their scope: smaller lotteries within a municipality are handled by the local authority, while lotteries spanning multiple municipalities or the entire country require a permit from the Swedish Gambling Authority (Spelinspektionen).

The geographic reach and total prize value determine which authority processes your application. You must submit documentation showing the organization meets the requirements for public benefit purpose and sound financial management. Each licensing authority supervises its granted lotteries and may impose conditions on prize values, ticket prices, and reporting obligations.

Requirements

  • Organization type: Applications may only be submitted by non-profit organizations (ideella föreningar) conducting public benefit activities.
  • Geographic area: If the lottery is only to be organized within one municipality, a so-called registration lottery (registreringslotteri) can be granted by the municipality. For lotteries covering larger geographic areas, a license from the Swedish Gambling Authority is required.

Application and procedure

  • Licensing authority: Apply to the authority responsible for the application area - the Swedish Gambling Authority for licenses or the municipality for registration lotteries.
  • Supervision: Each licensing authority supervises the lotteries it has granted.
