Certified Independent Controller
Most building projects in Sweden require a certified independent controller (kontrollansvarig). This person helps the builder prepare the control plan, monitors that the plan is followed during construction, and reports to the municipal building committee. For demolition projects, the controller also assists with hazardous waste inventory.
The controller must be independent from the builder. Certification is obtained through an accredited certification body. Applicants need relevant education and professional experience. Those with qualifications from another EEA country must first have them validated by Boverket before applying to a certification body.
Requirements
- Swedish education and qualifications: Applicants with Swedish qualifications and education apply directly to a certification body.
- Foreign education (EEA): Foreign education and professional experience from another EEA country are assessed and validated by Boverket, which issues a decision on recognition of professional qualifications.
- Independent position: The independent controller must have an independent position in relation to the builder.
Certification Procedure
- Step 1 (foreign qualifications): Submit application to Boverket for assessment and validation of education and professional experience from another EEA country.
- Step 2: After receiving Boverket's decision on recognition of professional qualifications, you can contact an appropriate certification body.
- Certification body: The certification body assesses other conditions for certification. A list of certification bodies is available on Boverket's website.
