Taxi Operator Card

The taxi operator card (ondernemerskaart taxi) is a mandatory card for entrepreneurs who operate a taxi business. The card demonstrates that the operator meets all legal requirements for running a taxi company, including professional competence, financial standing, and good repute. Without a valid operator card, it is illegal to offer taxi transport services.

The card is issued by KIWA Register on behalf of the government, based on the Passenger Transport Act 2000 (Wet personenvervoer 2000). Applicants must provide proof of professional competence (a diploma or equivalent), a certificate of good conduct (VOG), and evidence of sufficient financial resources. The card is valid for five years and must be renewed before expiry.

Requirements

  • Professional competence: You must possess sufficient knowledge and skills for running a taxi business
  • Reliability: A Certificate of Good Conduct (VOG) is required
  • Chamber of Commerce registration: Your taxi business must be registered with the Chamber of Commerce

Procedure

  • Application: Submit an application for the operator card according to Article 81 Passenger Transport Decree 2000
  • Assessment: The ministry assesses whether you meet the requirements for professional competence and reliability
  • Issuance: After approval, you will receive the taxi operator card

Restrictions

  • Validity: The operator card has a limited validity period and must be renewed
  • Compliance: You must comply with all legal obligations for taxi operators
  • Revocation: The card can be revoked in case of violation of the rules
