Exemption for Special Transport

If you need to transport goods that exceed the standard legal limits for dimensions, weight, or load composition, you need a special transport exemption (bijzonder transportontheffing). This applies to oversized loads such as construction equipment, wind turbine parts, prefab building sections, or other heavy or wide cargo that cannot be divided into smaller loads.

You request the exemption through the RDW (Netherlands Vehicle Authority), which coordinates with the relevant road authorities: the municipality, province, or Rijkswaterstaat, depending on which roads the transport will use. The exemption specifies the route, timing, and any escort requirements. Processing times vary based on the complexity of the route and the number of road authorities involved.

Requirements

  • Type of transport: Specification of the type of special transport (large dimensions, weight excess, dangerous goods, etc.).
  • Route: A detailed route description including all roads to be used.
  • Technical data: Precise dimensions, weight, and composition of the load and vehicle.
  • Safety measures: Description of escort, signaling, and other safety provisions.
  • Timing: Desired date and time of transport.

Procedure

  • Application via RDW: The application is submitted digitally via the RDW system (BCOD - Road Control Bureau Service).
  • Route assessment: The RDW coordinates the assessment with all involved road authorities (municipality, province, Rijkswaterstaat).
  • Technical review: It is assessed whether roads, bridges, and viaducts can bear the transport.
  • Conditions: Conditions may be imposed on route, time, escort, and speed.
  • Fees: Fees are due for the exemption, depending on the type of transport and involved road authorities.

Restrictions

  • Specific route: The exemption only applies to the approved route and may not be deviated from.
  • Time: The transport may only take place on the approved date and time.
  • Escort: Escort by police or RDW may be required.
  • Notification obligation: Changes must be reported in time and a new exemption may be needed.
