Unmanned Aircraft System Operator Registration

Operator registration for unmanned aircraft systems (drones) is mandatory under EU Regulation 2019/947 for owners and users of drones. This registration ensures that drone operators are identifiable and accountable for their flights. Registration is required when the drone weighs 250 grams or more, is equipped with a camera or microphone, or is used commercially.

In the Netherlands, drone operator registration is handled by the RDW (Netherlands Vehicle Authority). You register online through the RDW portal, receive a unique operator number, and must display this number on all your drones. The registration is valid for one year and must be renewed annually.

Requirements

  • Legal basis: Article 14 Commission Implementing Regulation (EU) 2019/947; Article 9 Regeling onbemande luchtvaartuigen (Unmanned Aircraft Regulation)
  • Competent authority: Ministry of Infrastructure and Water Management
  • Registration requirement: For drones heavier than 250 grams, drones with camera, or commercial use
  • Unique number: Registration provides an operator number that must be visibly affixed to the drone

Procedure

  • Registration: Register online via the website of the Inspectie Leefomgeving en Transport (ILT, Human Environment and Transport Inspectorate)
  • Data: Provide personal data and information about the drone
  • Operator number: After registration, you receive a unique number that must be affixed to the drone
  • Validity: Registration is valid for a certain period and must be renewed
