Certificate of Conduct (VOG)
A Certificate of Conduct (Verklaring Omtrent het Gedrag, VOG) is official proof that a person's criminal record does not present an obstacle for a specific role, task, or position. Employers, licensing authorities, and organizations commonly require a VOG before someone may start work or receive certain permits.
The VOG is issued by Justis, the Screening Authority of the Ministry of Justice and Security. Justis reviews the applicant's judicial records and assesses whether any offences are relevant to the intended purpose. You can apply online via Justis or on paper through your municipality. Processing typically takes one to four weeks, and the certificate is issued for a specific purpose only.
Requirements
- Purpose of application: The VOG is issued for a specific purpose (position, permit, volunteer work, etc.).
- Screening profile: Screening is conducted using a specific profile matching the position or activity.
- Identity document: A valid identification document is required for the application.
- Criminal records: Your criminal record is screened; not all records lead to rejection.
Procedure
- Submit application: The application can be submitted online via justis.nl or at the municipality.
- Pay fees: A fee is charged for the application (private or business rate).
- Screening: The Ministry of Justice and Security screens your criminal record based on the stated purpose.
- Decision: Within four weeks you will receive the VOG or a rejection with justification.
