Childminder Care Facility Requirements
Childminder care (gastouderopvang) is provided by childminders who care for children in their own home or at another location. Statutory facility requirements are imposed on the location where care takes place to ensure the safety and well-being of children. These requirements are laid down in the Childcare Quality Regulation (Regeling kwaliteit kinderopvang).
The facility requirements relate to space, hygiene, safety and suitability of the childcare location. The childminder must ensure that the space is clean, safe and suitable for childcare, with sufficient play space and appropriate facilities. The childminder agency and the GGD check whether the location meets the requirements.
Requirements
- Safety: The childcare location must be safe, free from hazardous substances and with protected electrical outlets and stairs
- Hygiene: Clean and hygienic spaces, sanitary facilities and changing facilities
- Space: Sufficient play space for the number of children in care
- Outdoor space: Access to outdoor space or opportunity to go outside
- Rest and sleeping facilities: Opportunity for children to rest and sleep in a safe environment

- Home visit: A mediation staff member conducts a home visit to inspect the location
- Checklist: Verification using a checklist with all facility requirements
- Improvements: Any improvement points must be implemented before childcare can start
- Periodic inspection: The agency conducts regular inspections to ensure the location continues to meet the requirements
