Childminder Agency Quality Requirements
Childminder agencies (gastouderbureaus) mediate between parents and childminders who provide childcare at home. Statutory quality requirements are imposed on childminder agencies and their staff to ensure the quality and safety of childcare. These requirements are laid down in the Childminder Agency Quality Decree (Besluit kwaliteit gastouderbureaus).
Mediation staff of childminder agencies must have completed pedagogical training. In addition, there are requirements regarding the supervision of childminders, inspection of childcare locations and administrative organization. The Municipal Health Service (GGD) supervises compliance with these quality requirements.
Requirements
- Pedagogical training: Mediation staff must have recognized pedagogical training (minimum MBO level 3)
- Childminder supervision: The agency supervises and supports childminders in providing care
- Quality control: Regular inspection of childcare locations for safety and quality
- Administration: Good administrative organization and record keeping
- Certificate of Conduct: Certificate of Conduct (VOG) for all staff working with children
Procedure
- Registration: Childminder agencies must register with the GGD
- Supervision: The GGD conducts inspections to check compliance with quality requirements
- Report: After inspection, the agency receives an inspection report with any findings
- Improvement plan: In case of deficiencies, the agency must prepare and implement an improvement plan
- Enforcement: In case of serious deficiencies, the GGD can take enforcement action
