Environmental Permit for Water Activity
An environmental permit for water activity (omgevingsvergunning wateractiviteit) is required for activities taking place in or near water that may affect the water system. Many water activities can be notified to the municipality, but certain activities with greater impact require a permit.
This permit is issued by the province or national government and assesses whether the activity can be carried out safely without damage to the water system, water quality, or water defenses. This may involve works such as constructing jetties, bridges, sheet piling, or other interventions in surface water or groundwater.
Requirements
- Legal basis: Omgevingswet (Environment and Planning Act)
- Competent authority: Province or national government, depending on the nature and location of the water activity
- Application: Digitally via the Omgevingsloket (Environment Counter)
- Attachments: Site plan, technical description, possibly water assessment or impact evaluation
Procedure
- Application: Submit via Omgevingsloket with description of the water activity
- Assessment: Evaluation by water authority on effects on water quality, water management, and safety
- Advice: Possible advice from water board or other experts
- Decision: Permit with possible requirements or compensating measures
