Food Business Approval

A food business approval (levensmiddelenbedrijf erkenning) is mandatory for certain categories of food businesses, including dairy enterprises. This approval is granted by the Netherlands Food and Consumer Product Safety Authority (NVWA) and is required for businesses that process, store, or distribute products of animal origin.

The approval ensures that the business complies with strict hygiene and safety requirements in accordance with European legislation. Businesses must demonstrate that they have adequate facilities, procedures, and a HACCP system. The NVWA assesses this prior to granting approval and monitors compliance.

Requirements

  • HACCP system: A documented HACCP system (Hazard Analysis and Critical Control Points) that manages risks in the production chain.
  • Adequate facilities: Production, storage, and distribution facilities that meet hygiene and safety requirements.
  • Qualified personnel: Staff with adequate knowledge of food safety and hygiene.
  • Products of animal origin: The approval is particularly relevant for businesses processing dairy, meat, fish, eggs, or composite products.

Procedure

  • Submit application: Application via the NVWA with all required documentation, including description of facilities, processes, and HACCP plan.
  • Assessment and inspection: The NVWA assesses the application and conducts a pre-inspection to verify compliance with all requirements.
  • Decision: Upon approval, the business receives an approval number that must be stated on products.
  • Ongoing supervision: The NVWA regularly monitors compliance with the regulations.
