Alcohol License

An alcohol license (alcoholvergunning) is required for hospitality businesses that wish to serve alcoholic beverages and for liquor stores that wish to sell spirits. Paracommercial establishments such as sports canteens and community centers also need a license to serve alcohol.

There are two models: Model A for hospitality businesses and liquor stores, and Model B for paracommercial establishments. The license must be applied for at the municipality at least 8 weeks in advance. The license is granted under the Alcohol Act (Alcoholwet).

Requirements

  • Model A: For hospitality businesses and liquor stores that wish to serve alcohol or sell spirits
  • Model B: For paracommercial establishments such as sports canteens and community centers
  • Manager: At least one manager who meets the requirements of the Alcohol Act (Alcoholwet)
  • Certificate of Conduct: Certificate of Conduct (VOG - Verklaring Omtrent Gedrag) required for managers

Application Procedure

  • Application deadline: At least 8 weeks before the intended start date
  • Submit application: To the municipality where the location is situated
  • Processing: The municipality assesses the application and may impose conditions
  • Validity: The license is linked to the location and the manager(s)

Restrictions

  • Age: No alcohol may be sold or served to persons under 18 years of age
  • Opening hours: Municipal regulations for serving hours must be observed
  • ID requirement: Identification must be requested if there is doubt about age
  • Changes: Changes in manager or owner must be reported
