Road Race Exemption

If you want to organize a race or other event on the public road, you are required to apply for an exemption. This applies to sports competitions such as cycling, running, car races, but also to other events that take place (partially) on the road.

If the event takes place within one municipality, you apply for the exemption from that municipality. When the event crosses multiple municipalities, you must apply for the exemption from the Traffic Desk (Verkeersloket) of the province. The exemption ensures that the event can take place safely and that other traffic experiences as little inconvenience as possible.

Requirements

  • Event plan: Detailed description of the event, route and timetable
  • Traffic measures: Plan for traffic controllers, barriers and diversions
  • Safety plan: Description of safety facilities, first aid and emergency plan
  • Insurance: Liability insurance for the event
  • Application period: Timely application, usually at least 8-12 weeks in advance

Procedure

  • Within one municipality: Application to the relevant municipality
  • Multiple municipalities: Application to the Traffic Desk (Verkeersloket) of the province of Fryslân
  • Assessment: Testing for road safety and traffic flow
  • Coordination: Consultation with police, emergency services and road managers
  • Conditions: Permit contains conditions for road safety and organization

Restrictions

  • Traffic disruption: Measures to limit inconvenience to other traffic
  • Time: Possible restrictions on the time of the event
  • Route: Certain roads may be excluded from the route
  • Conditions: Strict compliance with safety regulations and traffic measures required
