Environmental Permit for Fire-Safe Use

A fire-safe use environmental permit (omgevingsvergunning brandveilig gebruik) is mandatory for certain buildings, such as primary schools, care institutions and larger hotels. This permit ensures that the building meets the fire safety requirements when put into use.

The municipality or national government issues the permit after assessing whether the building meets the fire safety requirements of the Building Works Living Environment Decree (Besluit bouwwerken leefomgeving, Bbl). For other structures, a use notification may suffice or no permit or notification is required at all.

Requirements

  • Application form: Completed application form via the Omgevingsloket or municipal counter
  • Use function: Description of the intended use of the building
  • Fire safety plan: Technical documentation on fire prevention and escape routes
  • Construction drawings: Floor plans indicating escape routes and fire compartments
  • Installations: Information about fire detection and extinguishing systems

Procedure

  • Submit application: To the municipality or national government, depending on the type of building
  • Processing time: Decision within 8 weeks after receipt of the complete application
  • Fire department advice: The fire department is often asked for advice
  • Inspection: An on-site inspection may be carried out
  • Decision: Granting or refusal of the permit
