Notification of Use

A notification of use (gebruiksmelding) is mandatory when you take into use a building where many people gather, such as theaters, schools, offices or shopping centers. This applies to new buildings or when the use function of an existing building changes. The notification must be submitted at least 4 weeks before taking the building into use.

The notification serves to verify that the building meets fire safety requirements. The municipality checks whether the building can be used safely for its intended purpose. Submitting a notification of use is free of charge and can be done online via the Omgevingsloket (Environment Portal) or at the municipal counter.

Requirements

  • Deadline: Notification at least 4 weeks before taking into use
  • Notifier details: Name and address of notifier and authorized representative if applicable
  • Building data: Address, cadastral designation or location of the structure
  • Drawings: Site plan with north arrow (scale minimum 1:1,000) and floor plans per building layer (scale minimum 1:100 or 1:200)
  • Technical data: Height per floor, usable area, maximum number of people, use function per room
  • Fire safety: Data on fire and smoke-resistant partitions, escape routes, emergency lighting, fire extinguishers and other fire safety installations according to NEN 1413

Procedure

  • Submit notification: Online via the Omgevingsloket or at the counter (after making an appointment by phone, tel. 045 5278 555)
  • Documents: Add all required data and drawings as described in Article 6.8 Besluit bouwwerken leefomgeving
  • Assessment: The municipality checks whether the building meets fire safety requirements
  • Costs: Submitting a notification of use is free of charge
  • Note: Ensure the notification is complete and on time, otherwise the building may not be used

Special provisions

  • Temporary use: For temporary or seasonal use, the intended period or time periods must be indicated
  • Multiple structures: A notification of use may relate to multiple structures on the same or related sites
  • Equivalent measures: When applying equivalent measures, data must be submitted to demonstrate equivalence
