Building Notification

A building notification is required for simple structures that fall into consequence class 1, such as homes, holiday homes, or smaller commercial buildings. With this notification, the municipality no longer inspects the building technology itself; this is done by an independent quality assurer (kwaliteitsborger). The building notification must be submitted at least 4 weeks before the start of construction via the Omgevingsloket (Environmental Portal).

After completion of the construction, you must submit a completion notification, including the declaration from the quality assurer. The completion notification must be submitted at least 2 weeks before taking the building into use. Without a completion notification, the building may not be used.

Requirements

  • Scope: Simple structures in consequence class 1 (homes, holiday homes, smaller commercial buildings, transmission towers)
  • Quality assurer: Engaging an independent quality assurer (kwaliteitsborger) is mandatory
  • Assurance plan: The quality assurer creates an assurance plan with risk assessment
  • Timing: Submit at least 4 weeks before the start of construction

Procedure

  • Engage quality assurer: Find a quality assurer via the register instrumenten kwaliteitsborging (quality assurance instruments register)
  • Submit building notification: Submit the notification at least 4 weeks before construction via the Omgevingsloket, including assurance plan
  • Inspection during construction: The quality assurer checks whether construction complies with regulations
  • Completion notification: Submit a completion notification at least 2 weeks before taking into use, with the declaration from the quality assurer

Special Considerations

  • Special local circumstances: The quality assurer evaluates local risks such as soft soil, peat soil, noise nuisance, wind load, building near water/dikes/monuments
  • Preliminary consultation possible: You can request preliminary consultation before application (concept request or environmental consultation) to receive advice
  • Quality assurer costs: You pay the quality assurer directly yourself, not through the municipality
