Permission for Security and Investigation Personnel

Anyone who wants to work as a security guard or private investigator at a licensed security organization or investigation agency must have personal permission (toestemming) from the Minister of Justice and Security. This ensures that only reliable and qualified individuals work in these sensitive roles.

Your employer submits the application on your behalf. The screening authority Justis conducts a background check on reliability, including criminal records and police data. You must also hold the required professional qualifications, such as a security diploma or investigation certificate. The permission is linked to a specific employer, so a new application is needed when changing jobs. Without valid permission, you may not perform security or investigation tasks.

Requirements

  • Certificate of Conduct: A Certificate of Conduct (VOG) is mandatory and may not be older than three months.
  • Reliability: The applicant may not have relevant criminal records.
  • Training: Depending on the position, a recognized training must have been completed.
  • Identity document: A valid identity document must be submitted.
  • Employer: The application is usually submitted by or on behalf of the employer.

Procedure

  • Application: The application is submitted digitally to the Ministry of Justice and Security.
  • Request VOG: Simultaneously, a VOG must be requested from Justis.
  • Screening: A reliability investigation takes place based on criminal record and other relevant information.
  • Decision: The minister decides on the application within 8 weeks.
  • Pass: After granting, the employee receives a security pass that must be worn visibly during work.

Restrictions

  • Validity: The permission is valid for five years and must then be renewed.
  • Pass requirement: The security pass must always be worn visibly during work activities.
  • Notification obligation: Relevant changes (such as criminal offenses) must be reported immediately.
  • Revocation: The permission can be revoked in case of criminal offenses or unreliable behavior.
