Security or Investigation License
A security or investigation license (beveiligings- of recherchevergunning) is required for carrying out specialized security or investigation activities that go beyond what the general agency license covers. This includes high-risk tasks such as guarding vital infrastructure, personal protection services, or sensitive investigation assignments.
The license is granted by the Minister of Justice and Security under the Wpbr and requires additional screening of the applicant and involved personnel. The assessment looks at professional competence specific to the requested activities, organizational safeguards, and reliability. Each license specifies which activities are permitted, and you must comply with additional conditions set for the type of work involved.
Requirements
- Basic license: The applicant must hold a valid license for a security and investigation agency.
- Specialization: Demonstrable expertise and experience in the specific field for which the license is applied.
- Additional screening: An extensive security screening may be required depending on the nature of the activities.
- Equipment and resources: Availability of suitable equipment and resources for the tasks to be performed.
Procedure
- Application: The application is submitted to the Ministry of Justice and Security with specification of the desired activities.

- Decision: The minister makes a decision on granting, with or without restrictive conditions.
Restrictions
