Chief Pyrotechnician
A pyrotechnician (artificier) is a professional who designs, stages, and executes fireworks displays. Pyrotechnic articles are classified into categories based on their intended use and risk level, ranging from consumer fireworks to professional-grade products for stage and display use.
To practice this activity, you must obtain a certificat de qualification (qualification certificate) issued by the préfecture after completing approved training and passing an evaluation. A prior declaration to the mairie (town hall) where the display will take place is mandatory at least one month before each event. You must also comply with safety distances and storage regulations for explosive materials.
Qualification Requirements
- Mandatory training: Training with an approved organization (minimum 2 days for level 1, 3 days for level 2)
- Level 1 qualification certificate (certificat de qualification niveau 1): Allows use of category 4 or T2 fireworks (except nautical fireworks and certain specific articles), valid for 5 years. Requires participation in 3 pyrotechnic displays during the past 5 years
- Level 2 qualification certificate (certificat de qualification niveau 2): Allows use of all categories of pyrotechnic articles, valid for 2 years. Requires level 1 certificate for at least 1 year and participation in 3 displays during the past 2 years
- Evaluation: Certificate of completion (attestation de fin de stage) and certificate of successful knowledge evaluation (attestation de réussite) required
- Insurance: Professional liability insurance (responsabilité civile professionnelle) mandatory
Declaration and Authorization Procedure
- Certificate application: Submitted to the préfecture (prefecture) of the department of residence with training certificates and proof of participation in displays
- Prior declaration of display: Cerfa form 14098*01 to be sent to the mairie (town hall) or préfecture at least 1 month before the firing date
- Required documents: Qualification certificate (certificat de qualification), implementation diagram with firing zone plan and safety perimeter, list of pyrotechnic products, insurance certificate, temporary storage conditions
- Receipt (récépissé): Issued by the maire (mayor) and préfet (prefect) upon receipt of complete application
- Personnel list: To be submitted on the day of the display and after completion to the préfecture
- Cost: Free
Obligations and Restrictions
- Temporary storage: Maximum 15 days before the display, in a closed premises not accessible to the public with a guard or electronic surveillance. Minimum distances: 50 m from dwellings/establishments receiving public (ERP), 100 m from high-rise buildings
- Display safety: Firing zone delimited and not accessible to the public, firefighting equipment, identified emergency reception point (point d'accueil de secours)
- After display: Cleaning of the firing zone and collection of waste mandatory
- Criminal sanctions: Fine of €750 for failure to comply with safety/storage obligations (plus possible confiscation), €1,500 for organizing without declaration or practicing without qualification certificate (certificat de qualification)
