Notification about Organising Temporary Accommodation
Temporary accommodation means short-term accommodation in premises whose valid building permit does not allow overnight stays or accommodation. The holder of the temporary accommodation facility must submit an emergency plan (pelastussuunnitelma) to the rescue authority of the area in which the accommodation is provided.
The rescue department supervises the preparation of emergency plans for temporary accommodation and carries out fire inspections at the site as needed. If the accommodation is related to a public event, this must be taken into account in the event's emergency plan.
Requirements
- Rescue plan: The holder of the building or space used for temporary accommodation must prepare a rescue plan describing matters related to the activity
- Contents: The rescue plan must include a description of the conclusions of the hazard and risk assessment, safety arrangements, and instructions for residents on accident prevention and emergency procedures
- EU/EEA service providers: If a business is established in another EEA country and provides services temporarily in Finland, the same permits are required as for businesses established in Finland
Procedure
- Notification: The holder of the space used for temporary accommodation must submit the rescue plan to the rescue authority in the area where the accommodation is arranged
- Supplementation: If necessary, the building or space rescue plan is supplemented with temporary accommodation-specific information
- Guidance: The rescue service provides guidance on preparing the rescue plan and safety arrangements
- Supervision: The rescue service supervises the preparation of rescue plans and conducts fire inspections at accommodation sites as needed
