Food Establishment Approval

Food premises that process foodstuffs of animal origin before retail sale must apply for approval as an establishment. This applies to processing of meat, fish, and dairy products, for example. The approval is granted by the local food control authority of the municipality where the establishment is located, based on an inspection.

Exceptions include slaughterhouses and game-handling establishments, which are approved by the Finnish Food Authority (Ruokavirasto). Small-scale production in connection with retail does not require establishment approval but requires notification to the local food control authority.

Requirements

  • Structures and hygiene: The establishment must meet the requirements of the Food Act and EU hygiene regulation concerning foodstuffs of animal origin (Regulation (EC) No 853/2004).
  • Inspection: The control authority conducts an inspection before granting approval.
  • Own-check system: The operator must have a functioning own-check plan (omavalvonta).
  • Change notification: Any significant change, interruption, or cessation of operations must be reported to the control authority without delay.

Application Procedure

  • Applicant: Operator of the food premises.
  • Application submitted to: The food control authority of the municipality where the establishment is located (mobile establishments: the authority of the municipality where operations begin).
  • Documents to be attached: Operator's name and contact details, business ID or personal identity code, establishment name and address, description and scope of operations, own-check description, layout and HVAC drawings, information on designated use, and clarifications on ventilation, water supply, sewerage, and waste management.
  • Processing: The control authority evaluates the application, conducts an inspection, and may request additional information.

Restrictions and Exceptions

  • Finnish Food Authority approval: Slaughterhouses and game-handling establishments, as well as associated and mobile establishments, are approved by the Finnish Food Authority (Ruokavirasto), not by municipalities.
  • Small-scale production: If a primary producer prepares small quantities of food products in connection with retail, approval is not required, but notification must be made.
  • Foreign operators: Businesses established in the European Economic Area that temporarily provide services in Finland require the same permits as those established in Finland.
