Permits and Notifications Concerning the Use and Storage of Chemicals and Explosives

You must submit a notification about the use and storage of dangerous chemicals and explosives either to the rescue authority or to the Finnish Safety and Chemicals Agency (Tukes). The notification obligation applies to chemicals classified due to health hazard, environmental hazard, or physical hazard.

The handling and storage of dangerous chemicals is divided into minor and large-scale operations. The scale of operations is determined based on the hazardousness and quantity of the chemicals. A notification about minor use and storage is submitted to the rescue authority, while a notification about large-scale storage and use is submitted to Tukes before commencing operations.

Requirements

  • Activities requiring notification: Use and storage of dangerous chemicals and explosives when the chemicals are classified due to health hazard, environmental hazard, or physical hazard
  • Scale of operations: Minor use and storage is notified to the rescue authority; large-scale storage and use is notified to the Finnish Safety and Chemicals Agency (Tukes)
  • Foreign operators: If a business operator is established in another European Economic Area state and provides services temporarily in Finland, the same permits are required as for operators established in Finland
