Food Contact Material Operator's Notification of Premises and Operations

If you manufacture, import or distribute food contact materials, you must notify the municipal food control authority about your premises and operations at least four weeks before starting. Food contact materials include packaging, single-use tableware and gloves, kitchen utensils, food industry machinery, and raw materials used in their manufacture. Printing inks, lacquers and adhesives also fall under this requirement.

The notification is submitted through the Ilppa e-service or on a form from the municipal authority. If you operate in multiple locations, a separate notification must be sent to each municipality. You must also notify of significant changes to your operations or if you suspend or discontinue them.

Requirements

  • Scope: Applies to all operators placing contact materials on the market in Finland: manufacturers, wholesalers, importers and exporters
  • Change notification: Operator must notify without delay of change of operator, change in operations or cessation
  • EEA operators: Operators established in another EEA state providing services temporarily in Finland require the same notifications as those established in Finland

Procedure

  • Notification: Made via the ilppa notification service or on a form to the food control authority of your place of business when operations begin
  • Confirmation: You will receive notification of receipt and registration
  • Supervision: Food control authority inspects operations regularly according to its supervision plan
