The report must be prepared before commencing operations in hospitals, retirement homes, care institutions, closed penal institutions, and service and supportive housings.The report must record how preparedness for hazardous situations and evacuation arrangements take into account the use of the building, the functional capacity of persons, and other factors affecting evacuation safety. The report must be updated at least every three years or when operations change substantially.
