Emergency Plan for a Public Event
The organiser of an event must draw up an emergency plan for public events and other events that involve a significant risk to persons or fire safety. An emergency plan is required if at least 200 people are estimated to be present at the same time, open flames or pyrotechnic products are used, evacuation arrangements differ from normal, or the nature of the event poses a special danger.
The plan must identify and assess the hazards and risks of the event, define safety arrangements, and provide instructions for preventing accidents and acting in hazardous situations. The rescue department supervises the preparation of emergency plans and may return inadequate plans for further completion.
Requirements
- Number of participants: At least 200 people present at the same time
- Open flames and pyrotechnics: Open flames, fireworks or other pyrotechnic products are used, or chemicals with a risk of fire or explosion are used as special effects
- Evacuation arrangements: The evacuation arrangements at the venue differ from normal
- Special danger: The nature of the event poses a special danger to people
- Foreign operators: Operators established in other EEA countries temporarily providing services in Finland require the same permits as operators established in Finland
Content and procedure
- Identifying hazards: The emergency plan must identify and assess the hazards and risks of the event
- Safety arrangements: The plan must define the safety arrangements for the event
- Instructions: The plan must provide instructions for preventing accidents and acting in accident and hazardous situations
- Supervision: The rescue department supervises the preparation of emergency plans and carries out fire inspections as needed
- Completion: If safety arrangements are inadequate, the rescue authority may return the plan for further completion
