Notification of the Storage of Fireworks in Connection with a Sale
RegionalIf you sell fireworks at a retail location, you must notify the local rescue authority about the storage at least one month before placing fireworks in storage. The notification covers category F2, F3 and P1 pyrotechnic products stored for retail sale purposes. The rescue authority inspects the sales point and issues a decision on whether to approve the operations.The person responsible for fireworks sales must have sufficient knowledge of fireworks properties and regulations, and must pass a qualification test arranged by Tukes (the Finnish Safety and Chemicals Agency). Fireworks must be stored so that the public has no access to them, and storage facilities must be kept locked. The rescue department conducts annual inspections of retail premises selling fireworks.

Notification about Fireworks
RegionalUsing fireworks at any time other than New Year's night requires advance notification to the rescue authority. Based on the notification, the rescue authority may impose conditions on the use or prohibit the use of fireworks if it poses a significant risk.Fireworks may be used without written notification only during New Year, from 31 December at 18:00 to 1 January at 02:00. If the rescue authority approves the notification, you are permitted to acquire and store fireworks. Fireworks displays must also be reported to the police, and the organiser must submit a notification of operations to the Finnish Safety and Chemicals Agency (Tukes).

Notification of the Use of Effects in a Public Event and a Public Meeting
RegionalA notification of the use of pyrotechnic products, explosives and hazardous chemicals as special effects in public events and public meetings must be submitted to the rescue authority before the event is organised. Special effects include pyro effects (categories T1 and T2) such as sparkle fountains, mines and comets, as well as effects created with hazardous chemicals such as LPG or aerosols.Based on the notification, the rescue authority may set restrictions and conditions on the intended use, necessary for the safe handling of the effects. The rescue authority may prohibit their use if, at the intended place and time, they are deemed to pose an apparent risk of personal injury, damage to the environment or damage to property.

Emergency Plan for a Public Event
RegionalThe organiser of an event must draw up an emergency plan for public events and other events that involve a significant risk to persons or fire safety. An emergency plan is required if at least 200 people are estimated to be present at the same time, open flames or pyrotechnic products are used, evacuation arrangements differ from normal, or the nature of the event poses a special danger.The plan must identify and assess the hazards and risks of the event, define safety arrangements, and provide instructions for preventing accidents and acting in hazardous situations. The rescue department supervises the preparation of emergency plans and may return inadequate plans for further completion.
