Notification of Noise and Vibration
A noise and vibration notification must be submitted in advance to the municipal environmental protection authority if the activity causes particularly disturbing noise or vibration. Those required to notify include, for example, builders and outdoor event organizers. Particularly disturbing noise or vibration can arise from, for example, construction, outdoor concerts, motor sports competitions, blasting, stone crushing and piling.
The cause of the disturbance must also inform in advance about the noise or vibration to all residents, daycare centres and schools, care facilities and other possible targets within the impact area. If the activity extends to the area of several municipalities, the notification is made to the Permit and Supervision Authority (LVV).
Requirements
- Notification obligation: Applies to activities causing particularly disturbing noise or vibration (construction, outdoor concerts, motor sports, blasting, stone crushing, piling)
- Notifier: Builders, event organizers and other similar operators
- Information: Residents, daycare centres, schools, care facilities and others in the impact area must be informed in advance
- Does not apply: To activities with a valid environmental permit or to private individuals' own household activities
Procedure
- Deadline: Notification must be made at least 30 days before starting the activity
- Authority: Municipal environmental protection authority (or Finnish Supervisory Authority (LVV) if activity extends to several municipalities)
- Processing: Municipality processes the notification and issues necessary orders
- Multiple events: One notification can cover multiple events
Foreign operators
- EEA countries: If a business operator is established in another European Economic Area state and temporarily provides services in Finland, the same obligations apply as to operators established in Finland
