Notification about Providing or Changing Private Family Day Care Services

Providers of private family day care must always provide a written notification of the start of operations, substantial change of operations, change of responsible person, or cessation of operations. The notification must be submitted to the authority responsible for early childhood education and care of the municipality where the services will be provided.

The notification must be submitted well in advance of start, change or cessation of operations. If prior notification is not possible, the notification must be submitted as soon as possible after the change. Approval of operations requires that they meet the conditions set forth in the Early Childhood Education and Care Act (varhaiskasvatuslaki).

Requirements

  • Early Childhood Education Act conditions: Operations must meet the requirements set forth in the Early Childhood Education and Care Act (540/2018).
  • Written notification: Notification must be submitted in writing to the municipal early childhood education authority.
  • Notification obligation: Applies to start of operations, substantial changes, change of responsible person, and cessation of operations.

Procedure

  • Submitting notification: Submit a written notification to the municipal early childhood education authority well in advance of starting or changing operations.
  • Attachments: Attach necessary documents and deliver to the municipal registry.
  • Authority processing: The municipal authority assesses whether operations meet the Early Childhood Education Act conditions.
