Notification about Providing or Changing Private Family Day Care Services

Providers of private family day care must always provide a written notification of the start of operations, substantial change of operations, change of responsible person, or cessation of operations. The notification must be submitted to the authority responsible for early childhood education and care of the municipality where the services will be provided.The notification must be submitted well in advance of start, change or cessation of operations. If prior notification is not possible, the notification must be submitted as soon as possible after the change. Approval of operations requires that they meet the conditions set forth in the Early Childhood Education and Care Act (varhaiskasvatuslaki).

Private family day care is an early childhood education service where a private family day care provider operates as an entrepreneur and provides early childhood education, typically in their own home. The service is intended for children under school age.A private family day care provider may care for a maximum of four children requiring full-day care and one child requiring part-day care (preschool age or school age). The family day care provider's own children under school age are counted in the group. Authorities supervise private family day care.

Starting a private daycare centre in Finland requires a permit from the Finnish Supervisory Agency (LVV). Since January 2023, private daycare operations are fully permit-regulated under the Early Childhood Education and Care Act. This applies to any company, association, or organization providing daycare services.Your permit application must cover the premises, staffing plan, early childhood education curriculum, and safety arrangements. LVV inspects the facilities before granting approval. You also need to meet staff qualification requirements set by law, including a qualified early childhood education teacher for each group. Once operating, your daycare is supervised by both LVV and the municipality.
